It could very well be that this is answered somewhere else here; if so, and if anyone knows, would you please be able to point me in the direction of that thread? Thanks!

I'm not sure that I understood it correctly, but one of my teachers once told our class that animals have no bechira, and therefore, if a person is not deserving of punishment, they are unable to kill him. (i.e. Yosef in the bor - they could scratch and sting him but not kill him)
But the part that I don't understand is, does that mean that humans can do something that Hashem doesn't want? Or Hashem lets, but He just didn't decree it? Or what?
